Tender Description
The Privatisation Commission Government of Pakistan invites proposals for hiring a Financial Advisor to assist in the privatisation of Pakistan Reinsurance Company Limited (PRCL) in Islamabad. The Financial Advisor will provide comprehensive transaction advisory services covering all phases of the transaction including due diligence, transaction structuring, marketing, bidding, and financial closure. Items being procured:
- Advisory services for privatisation of PRCL
- Preparation of inception, market sounding, sector review, and due diligence reports
- Development of restructuring and transaction structure plans
- Marketing strategy, investor outreach, and roadshows
- Preparation of Information Memorandum and bidding documents
- Management of bidding process and evaluation
- Assistance in award, signing of agreements, and financial closure
The scope includes detailed financial, legal, regulatory, actuarial, and human resource due diligence, preparation of valuation models, and marketing to local and international investors. The Financial Advisor must have proven experience in privatisation, mergers and acquisitions, and insurance sector transactions, and will coordinate with specialist advisers including legal, accountancy, actuarial, HR, and marketing firms. The assignment is expected to commence immediately after signing the Financial Advisory Services Agreement and complete within 24 months, targeting privatisation by second quarter 2027.
Eligibility requires a multidisciplinary team with relevant expertise, proven track record, and compliance with all applicable laws and ethical standards. Proposals must include technical and financial bids, submitted in separate sealed envelopes with a non-refundable processing fee of US$1,000. The submission deadline is October 02, 2026 at 1500 hours PKT, with technical proposals opened the same day at 1600 hours PKT at the Privatisation Commission office in Islamabad.
Bidders should ensure compliance with all instructions, provide evidence of experience, and prepare proposals in English. A practical tip for bidders is to carefully review the Terms of Reference and ensure the proposed team meets all required qualifications and experience to maximize scoring in the technical evaluation. Early engagement with the Privatisation Commission for clarifications is advised to avoid disqualification.
