Sukkur Electric Power Company (SEPCO) is procuring outsourcing services for manpower to support its operational and commercial activities across its jurisdiction in Sukkur, Sindh. The procurement involves hiring a firm to provide approximately 300 personnel including technical staff for operation and maintenance of electrical distribution lines and non-technical staff for commercial support services such as billing and consumer facilitation. The manpower will be deployed across SEPCO's operational areas including Sukkur, Khairpur, Ghotki, Kandhkot, Shikarpur, Jacobabad, Larkana, Kamber-Shahdadkot, Dadu, and Naushehro Feroze districts. The scope requires the firm to provide adequately trained, qualified, and disciplined personnel. Technical staff must meet physical and skill criteria including medical fitness and ability to perform physical tasks such as climbing and lifting. Non-technical staff must have relevant educational qualifications and basic IT training. The firm must ensure compliance with labor laws, minimum wages, EOBI, social security, and tax regulations. Deployment must be within 15 days of requisition with verification and approval by SEPCO. The contract period is initially one year, extendable up to three years based on performance. Eligible bidders must have at least three years of experience in HR outsourcing, preferably with government or power utility companies, valid registrations with SECP, FBR, EOBI, and social security institutions, and a minimum annual turnover of PKR 300 million related to HR outsourcing services. Joint ventures of up to three members are allowed with a lead partner responsible for contract execution. Bids must be submitted online via EPADS v2.0 by May 19, 2026, 10:00 AM, with bid opening at 11:00 AM the same day. A practical tip for bidders is to ensure timely registration and submission on EPADS v2.0 platform as manual bids are not accepted. Also, prepare all mandatory documents including bid security, affidavits, and proof of compliance with labor laws to avoid disqualification. Attend the pre-bid meeting on May 12, 2026, at SEPCO Head Office or online via Zoom to clarify any queries and improve bid responsiveness.
