Hiring of Firm for Provision of Human Resource on As and When Required Basis

The Environment Protection and Climate Change Department, Government of the Punjab, Lahore, invites bids for hiring a firm for provision of human resource on an as and when required basis. This procurement is managed by the Strategic Planning and Implementation Unit (SP&IU) of the department. The tender is open to well reputed national or local companies, firms, contractors, or human resource/workforce service providers registered on EPADS and with relevant registration authorities and tax departments. Joint ventures or consortiums are allowed. Items being procured: - Hiring of firm for Human Resources (position details are given in Section-III of the bidding document). The contract will be executed in Lahore, Punjab, and requires firms to submit bids through the EPADS portal only. The bid security is 2% of the estimated cost, amounting to Rs. 980,000. Bids must be valid for 120 days and partial or conditional bids will be disqualified. The procurement follows the Punjab PPRA Rules 2014 with a single stage two envelope procedure. Eligible bidders must be registered with FBR and ATL, have relevant experience in human resource provision, and comply with all registration requirements. The bid submission deadline is 14 July 2026 at 11:00 AM, with bid opening at 11:30 AM the same day in the presence of bidders or their representatives.
