Tender Description
The National Vocational and Technical Training Commission (NAVTTC) Islamabad invites qualified firms to submit bids for the hiring of an Independent Validation Agent (IVA) / Firm for the Pakistan Skill Impact Bond (PSIB) program. This procurement is for non-consultancy services to independently verify the performance and results of the PSIB, a pioneering initiative aimed at addressing Pakistan's skills shortage and youth unemployment through a results-based financing model. The IVA will validate enrollment, training completion, job placement, and retention outcomes to ensure payments are made only for verified results.
Items being procured:
- Independent Validation Agent / Firm services for Pakistan Skill Impact Bond (PSIB)
The scope includes pre-implementation support, implementation phase verification of beneficiary eligibility, service delivery, job placement, and retention, as well as learning and adaptive management functions. The IVA will produce periodic verification and learning reports and participate in stakeholder engagement meetings. The program targets approximately 5,000 participants across 2-3 cohorts with varying training durations.
Eligibility criteria require registration with SECP or relevant authority, NTN and ATL status, non-blacklisting, audited financial statements, safeguarding and gender inclusion policies, and at least 7 years of relevant experience. The procurement follows a National Single Stage-Two Envelope procedure with bids submitted online via EPADS v2.0 and original bid security submitted physically.
The bid security is Rs. 500,000 in the form of a Pay Order in favor of NAVTTC Fund. The deadline for bid submission is Thursday, October 15, 2026, at 11:00 AM. Bidders must submit technical and financial proposals addressing organizational profile, experience, proposed methodology, work plan, and cost-effectiveness of verification. JV is not allowed.
