Hiring of Independent Validation Agent / Firm for Pakistan Skill Impact Bond (PSIB)

The National Vocational And Technical Training Commission (NAVTTC) invites applications through EPADS v2.0 from eligible firms registered on EPADS v2.0 for provision of non-consultancy services for Pakistan Skill Impact Bond (PSIB) being managed by NAVTTC in Islamabad. Items being procured: - Independent Validation Agent / Firm services for Pakistan Skill Impact Bond (PSIB) The objective is to hire an Independent Validation Agent (IVA) responsible for validating reported results and producing verification reports that trigger outcome payments. The IVA will ensure reported results are credible, consistent, and meet agreed definitions by examining objective evidence tied directly to payment triggers such as verified training completion, certification, authentic job placements, and confirmed retention. Applications must be submitted through EPADS v2.0 on or before October 15, 2026 11:00 AM. Applications will be opened using EPADS v2.0 on the same day at October 15, 2026 11:30 AM. Entities not yet registered on the new version of EPADS v2.0 may register themselves on https://vendors.epads.gov.pk/. In terms of Rules 48 of Public Procurement Rules, 2004, the Grievance Redressal Committee (GRC) is notified and available on EPADS v2.0 as well as the Authority's website at www.ppra.org.pk. Bidders should ensure timely registration on EPADS and prepare their technical bids carefully to meet the validation requirements. Earnest Money and other bid security requirements should be checked on the EPADS portal. Submission deadlines are strict; late bids will not be entertained.
