Tender Description
The Khyber Pakhtunkhwa Cities Improvement Project under the Local Government Elections & Rural Development Department invites Expressions of Interest for hiring individual consultants to support the Project Management Unit (PMU) and City Implementation Unit (CIU) in Peshawar. This procurement is specifically for consultancy services to enhance urban development and environmental safeguards in the region.
Items being procured:
- Smart City Specialist (1 position)
- Environmental Safeguarded Specialist (3 positions covering Abbottabad, Peshawar, and Kohat)
The Smart City Specialist should preferably hold a Master’s Degree in information technology, urban/city planning, economics, government, business administration, systems engineering, sustainable development, governance, or an equivalent qualification. Experience required includes preferably 12 years of general experience and 5 years of recent experience in the public sector, focusing on guiding cities in smart city transformation, conceptualizing and executing economic development projects with smart city concepts, implementing urban design projects using technological tools, and developing strategies for smart cities with multidisciplinary groups. Preference is given to candidates with experience working with donors such as ADB and World Bank or relevant international organizations and government institutions.
The Environmental Safeguarded Specialist positions require a Master’s degree in Environmental Sciences, Civil Engineering, Environmental Engineering, or equivalent. Candidates must have 12 years of experience in preparation, implementation, and monitoring of environmental assessments and plans, with knowledge of ADB’s Safeguards Policy Statement 2009 and environmental guidelines. Strong English communication skills are essential, and preference is given to those with donor-funded project experience.
