Tender Description
The Capital Development Authority (CDA), through its Environment Directorate, Islamabad, invites proposals for the hiring of an international consultant in joint venture with state-owned entities for design review and top supervision of the Safari Park project in Islamabad. This consultancy assignment involves a comprehensive scope including independent review and validation of the feasibility study and master plan, third-party technical review of design and site suitability, technical supervision during project execution, environmental and wildlife compliance monitoring, and development of a post-completion management system for the Safari Park.

The consultant will be responsible for ensuring alignment with international safari and wildlife park standards, including technical, financial, and PPP structuring aspects. The assignment includes quality assurance, contract compliance, progress monitoring, and certification of works according to approved designs and international standards. Environmental compliance with Pak-EPA and international bodies such as IUCN and CITES is also required. The consultant will develop a comprehensive management system covering organizational structure, staffing, animal care, visitor safety, revenue management, and long-term sustainability. Knowledge transfer to CDA personnel is a key component for smooth transition and sustained operation.
Eligibility criteria require the lead international partner to be a reputable firm with proven experience in safari parks, zoos, or large-scale eco-tourism projects, compliant with World Association of Zoos and Aquariums (WAZA) standards, having completed at least three similar assignments in the last ten years. The local JV partner must hold valid PEC registration and coordinate with CDA and government agencies. A formal joint venture agreement must be submitted with the proposal.
The procurement follows the Least Cost Based Selection (LCBS) method under the Single Stage One Envelope procedure. Proposals must be submitted online via EPADS v2.0 by Friday, September 25, 2026, at 11:30 AM. Bid security in the form of Pay Order or Call Deposit is required. Manual submissions will not be accepted. The technical and financial proposals will be evaluated accordingly, with the financial proposals opened after technical evaluation.
Bidders are advised to carefully review the detailed RFP documents available on the EPADS portal and ensure compliance with all requirements. One practical tip for bidders is to register early on the EPADS v2.0 platform and thoroughly prepare the joint venture agreement and key expert CVs to avoid disqualification. The submission deadline is strict, and late bids will be rejected.
