Hiring of Firm/Laboratory for Witnessing the Weighment and Testing of Sample of Coal Supplied for 660 MW Coal Fired Power Plant Jamshoro

Jamshoro Power Company Limited invites bids for hiring a firm or laboratory to witness the weighment and testing of coal samples supplied for the 660 MW Coal Fired Power Plant Jamshoro. This procurement is based in Jamshoro, Sindh, and follows a Single Stage Two Envelope procedure with quality and cost-based selection. Items being procured: - Witnessing the weighment of coal samples - Testing of coal samples supplied for the 660 MW Coal Fired Power Plant Jamshoro The scope includes ensuring accurate weighment and quality testing of coal samples to maintain operational standards at the power plant. Bidders must hold an accreditation certificate of ISO/IEC 17025 awarded by Pakistan National Accreditation Council (PNAC) or an equivalent international body. They must also be registered with the Sindh Revenue Board, be active taxpayers, and not be blacklisted or debarred. Documentary evidence supporting eligibility must be submitted. Bidding will be conducted under PPRA rules using a Single Stage Two Envelope procedure. The evaluation will be based on quality and cost to select the most advantageous proposer or bidder. Electronic submission through the EPAD portal is mandatory, with one hard copy to be submitted to the Office of Chief Technical Officer/CE, 660 MW CFPP Jamshoro for reference only. The bid submission deadline is on or before 11:30 hrs on 19th October 2026, with bid opening at 12:00 hrs the same day. The bidding documents are available on EPADs and can be downloaded from the PPRA website through EPADs. A bid security of PKR 1,000,000 (Rupees One Million) is required, and bids remain valid for 90 days after opening. JPCL reserves the right to reject any bid at any stage prior to award following Rule-33 of Public Procurement Rules-2004.
