The Energy Infrastructure Development and Management Company (EIDMC) invites qualified legal firms to submit proposals for the hiring of a Legal Firm on a retainership basis for the financial year 2026-27. This consultancy service is based in Islamabad and aims to provide comprehensive legal support to EIDMC in various domains including business transition, corporate restructuring, regulatory advisory, power sector matters, international financing, commercial contracts, dispute resolution, and general legal services. Items being procured: - Hiring of Legal Firm on Retainership Basis The scope includes advising and assisting in preparation and execution of Business Transfer Agreements, Service Level Agreements, and related documents for asset and liability transitions from National Grid Company to EIDMC. The firm will review and validate EIDMC's business processes for compliance with applicable laws such as the Companies Act 2017, SOEs Act 2023, Public Procurement laws, and donor agency regulations. Legal advisory and representation before NEPRA and other regulatory bodies on licensing, tariff petitions, and compliance matters are required. The firm will also handle drafting and negotiation of contracts, provide legal opinions, and represent EIDMC in courts, tribunals, and arbitration forums. Eligibility criteria include valid registration with FBR, provincial tax authorities where applicable, and a proven track record in legal services, especially in the energy sector. Bidders must submit proposals through the EPADS v2.0 portal by the deadline of Monday, September 21, 2026, at 11:00 AM. Bid security in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft is mandatory. Technical and financial proposals will be evaluated using Quality and Cost Based Selection (QCBS) with an 80/20 weightage.
