Tender Description
The Project Management Unit of E-Pak Acquisition and Disposal System (PMU-EPADS) under the Federal Public Procurement Regulatory Authority (PPRA) Islamabad invites bids for the hiring of a Resource Augmentation Firm for EPADS. This procurement is for the financial year 2026-27 and aims to secure qualified and experienced technical human resources to support the development, enhancement, optimization, and maintenance of the e-Pak Acquisition & Disposal System (EPADS).

The scope includes software development using Vanilla PHP, RESTful API design, database management with MySQL/MariaDB, frontend development with React and Bootstrap, video content creation, graphic design, and quality assurance testing. The firm will provide resources for application support, bug fixing, system optimization, integration with third-party systems, cybersecurity, and documentation. All resources will work at the PMU-EPADS office in Islamabad and must comply with official timings and decorum.
Eligibility requires valid registration with Pakistan Software Export Board (PSEB), at least 3 years of experience, minimum two relevant projects, active ATL/FBR status, and non-blacklisting affidavit. The technical evaluation includes experience in software development, government projects, workflow automation, and interviews of proposed human resources.
The bid submission deadline is **August 7, 2026, 11:00 AM** through EPADS v2.0 only. Manual submissions are not accepted. The bid security is PKR 500,000.
