Tender Description
The Office of the Controller General of Accounts (CGA), Directorate General MIS/FABS, Islamabad, is procuring consultancy services for hiring a SAP Consultancy Firm to develop comprehensive training manuals and conduct capacity building sessions for government officials across Pakistan. This procurement specifically targets the development and delivery of SAP training content covering modules such as Financial Accounting (FI), Human Capital Management (HCM), ABAP, BASIS, Process Orchestration, SAP Green Ledger, Special Ledger, Material Management, Asset Recording, SAP GRC, and Process Control. The training will be delivered to approximately 500 participants including CGA organizations, finance managers, and government Drawing and Disbursement Officers (DDOs) from federal and provincial capitals including Islamabad, Lahore, Peshawar, Karachi, and Quetta.
The scope includes creation of detailed training manuals, professionally designed PowerPoint presentations, video-based learning modules, and end-of-module exams for certification. The contract duration is 36 months, extendable based on performance and budgetary provisions. Eligible firms must be registered on the FBR Active Taxpayers List, have completed at least three SAP/ERP training contracts in the public sector in the last five years, possess valid SAP certifications and licenses, and demonstrate operational presence in federal and provincial capitals. The procurement follows a Single Stage Two Envelope procedure with a Quality and Cost Based Selection (QCBS) method, assigning 50% weightage to technical and 50% to financial proposals.
The submission deadline is **07-05-2026 at 11:00 AM** via the e-Pak Acquisition & Disposal System (e-PADS). Technical proposals will be opened publicly at 11:30 AM on the same day at the CGA Complex, Islamabad. Bidders must submit original Proposal Security of PKR 1,000,000 in hard copy before the technical proposal opening. The contract requires a performance guarantee of 5% of the contract price.
