Hiring of Service Provider for SMS Gateway and Integration for IESCO AMI Project

The Islamabad Electric Supply Company (IESCO) is procuring services for the hiring of a service provider to deliver an SMS Gateway and integration solution for its Advanced Metering Infrastructure (AMI) project under ADB counterpart funding. This procurement is specific to Islamabad and aims to enhance communication with consumers through automated SMS notifications. The scope includes provision, installation, integration, and commissioning of an SMS Gateway capable of handling high throughput of 10,000 SMS per second, supporting multiple protocols such as HTTP, HTTPS, FTP, SMPP, and Bulk SMS. The solution must support user-defined SMS templates, scheduling, and rescheduling of messages, and provide a secure web GUI accessible via popular browsers. The gateway must ensure 99% uptime with 24/7 support and deliver SMS within seconds. Integration with IESCO's AMI systems is mandatory, including two-way SMS capabilities for future use. The service provider will maintain customer databases securely and provide daily dispatch reports. Eligible bidders must be registered with PTA, have at least five years of experience in similar M2M 4G/2G projects, be ISO compliant, and have a minimum annual turnover of PKR 50 million in IT-related services. Joint ventures are allowed with up to two members. Bidders must submit a technical and financial bid through the EPADS v2.0 system by the deadline of July 8, 2026, 11:00 AM. Manual bids will not be accepted. The bid security must be submitted in prescribed forms, and a performance guarantee of 5% of the contract price is required upon award.
