The Lahore Electric Supply Company (HR Directorate) in Lahore is procuring services for the deployment of Assistant Linemen (ALM) across multiple operational circles including Lahore North & East, Kasur and Okara, and Lahore Central & South. This procurement is for the financial year 2026-27 and aims to hire a firm capable of providing skilled manpower on a third-party basis for approximately 1918 ALM positions, with numbers subject to change as per LESCO's demand.
The scope includes pre-recruitment activities such as calling CVs, screening, profiling, and selection within 15 working days of request, maintaining a candidate database, and issuing interview letters. Post-recruitment responsibilities include verification of credentials, contract offers, and confirmation of joining dates within two weeks. The firm must also provide replacements within seven working days for any staff discontinuing employment based on LESCO's recommendations.
Eligibility criteria for ALM include matriculation qualification, age up to 30 years with general relaxation, police clearance, and physical standards such as minimum height of 5 ft 4 inches, chest minimum 32 inches, and weight as per BMI with 5% upper relaxation. Candidates must pass physical tests including running 800 meters in 5 minutes, 20 push-ups in 3 minutes, lifting 30 kg, digging a ditch, climbing towers up to 10 feet with safety equipment, and pulling wires over 100 feet.
The firm must ensure deployed staff maintain discipline, avoid illegal activities, and indemnify LESCO against losses due to misconduct. Uniforms including shirts, trousers, jerseys, helmets, and safety shoes will be provided by LESCO. The firm is responsible for payroll, compliance with labor laws, social security, EOBI, gratuity, and group life insurance. Payment to workers must be made through direct bank transfer.
Bids must be submitted online via EPADS v2.0 by June 23, 2026, 11:00 AM, with bid security submitted in hard copy to LESCO HQs. The procurement will follow Quality and Cost Based Selection (QCBS) with a minimum technical score of 65%. The contract duration is three years with possible extension. Performance guarantees and penalties for non-compliance apply. The firm must have relevant experience, financial capacity, and regulatory compliance as per detailed criteria.
