Tender Description
The Common Management Unit (CMU) under the Ministry of National Health Services, Regulations & Coordination Islamabad is procuring hiring of transportation services for Insecticidal Treated Nets (ITNs) to selected Merged Districts of Khyber Pakhtunkhwa for the ITNs Mass Campaign. This tender is specific to transportation of ITNs from Islamabad and Bannu warehouses to district stores, fixed distribution points, mobile distribution points, and reverse logistics back to warehouses. The procurement is managed by the Common Management Unit (CMU) based in Islamabad Capital Territory.
Items being procured:
- Transportation of Insecticidal Treated Nets (ITNs) bales (22,247 bales total, each bale containing 50 nets)
- Loading and unloading labor
- Stacking and placing at storage and distribution points
- Transit insurance covering loss or damage during transportation
- Reverse logistics for undistributed ITNs and empty bags
The scope includes transportation from CMU federal warehouse Islamabad and Indus Hospital & Health Network regional warehouses at Bannu to district warehouses in Peshawar and Orakzai, onward to fixed and mobile distribution points, and return of undistributed ITNs and empty sacks. Vehicles must be roadworthy, covered with waterproof tarpaulin, and drivers must be licensed, experienced, and familiar with local routes and customs. The service provider is responsible for obtaining necessary approvals and NOCs from KP government and security agencies. Transit insurance must be secured from a reputable company rated A++ or A+.
Eligibility criteria include valid company registration, NTN and GST registration with FBR, active taxpayer status, submission of bid security of PKR 500,000, audited financial statements for last two years, no blacklisting or corrupt practices, and compliance with CMU's anti-fraud and whistleblowing policies. Joint ventures are allowed with proper documentation. Technical evaluation includes experience in transportation services, fleet size, completed projects, and financial capacity. Financial bids will be evaluated on a lump sum basis covering all services.
The bid submission deadline is July 28, 2026 at 11:00 AM via EPADS v2.0. Technical and financial bids must be submitted in separate envelopes as per single stage-two envelope procedure. The bid security must be submitted in original form to CMU office NIH Chak Shehzad Islamabad. The contract will be awarded to the lowest evaluated bidder meeting all technical and eligibility criteria. Payment will be made in PKR within 60 days of invoice approval. Liquidated damages apply for delays beyond specified timelines. The contract includes provisions for termination, dispute resolution by arbitration in Islamabad, and strict compliance with anti-corruption policies.
A practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 platform and provide a complete, well-documented technical proposal including all required certifications and financial documents to avoid disqualification. Also, proactively plan for obtaining NOCs from KP authorities to avoid delays in contract award and execution.
