Hiring of Travel Agencies for Provision of Air Travel Services by Higher Education Commission (HEC) Islamabad

The Higher Education Commission (HEC) Islamabad invites qualified travel agencies to prequalify for an Open Framework Agreement for the provision of Air Travel Services. This procurement is aimed at hiring travel agencies to supply air travel services on demand through subsequent Call-off Contracts over a period of 36 months. The services include booking and issuance of 5000 international air tickets and 10000 domestic air tickets annually, with the office located at Central Procurement Cell, Sector H-9, Islamabad. Items being procured: - Booking and issuance of 5000 International Air Tickets - Booking and issuance of 10000 Domestic Air Tickets The scope requires agencies to have an established operational office in Islamabad, be members of the International Air Transport Association (IATA), and hold valid Sales Tax Registration and Active Tax Payer status. Agencies must demonstrate at least five years of relevant experience, a client base of at least five clients including national companies, multinational companies, government departments, autonomous bodies, and financial institutions. The technical evaluation includes experience, clientele, geographical coverage with offices in Karachi, Lahore, Peshawar, and Quetta, provision of 24/7/365 travel reservation services, airport support, dedicated communication channels, and other related services such as visa processing. Financial stability is assessed with a minimum annual turnover of PKR 2 million, with higher marks for turnovers above PKR 50 million. Audited financial statements for the last financial year are required. The evaluation follows a Quality Based Selection (QBS) method with a passing technical score of 65 out of 100. Applications must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 by Tuesday, October 13, 2026 at 11:30 AM. Late or manual submissions will not be accepted. The opening of applications will be conducted on the same day at 12:00 PM via EPADS. Interested bidders should register on the EPADS portal if not already registered. The Procuring Agency reserves the right to accept or reject any or all applications without assigning any reason. A practical tip for bidders: Ensure all required documentary evidence including company profile, IATA membership, tax registration, client performance certificates, and audited financial statements are complete and uploaded correctly on EPADS to avoid disqualification. Early submission is recommended to address any technical issues on the portal.
