Tender Description
The Ministry of Foreign Affairs Islamabad invites reputed Companies and Travel Agencies to provide services for procurement of air tickets for a period of three years. The procurement is based in Islamabad and requires agencies with adequate corporate sector experience, sound financial position, and registration with Income Tax and Sales Tax authorities of Pakistan. Agencies must also be on the Active Tax Payers List of the Federal Board of Revenue.

- Hiring of travel agencies for procurement of air tickets
The selection process will follow a Single Stage Single Envelope procedure. Agencies must submit a technical proposal within 15 days of the tender notice publication on the PPRA and Ministry websites. Required documents include company profile, client list, IATA/GSA/PSA certification, SECP incorporation certificate, NTN/STRN certificate, tax returns for fiscal years 2024-25 and 2025-26, bank statements, demand draft/pay order of PKR 100,000 in favor of the Ministry, accounts maintenance certificate, company address in Islamabad, CNIC of company owner, and an undertaking regarding blacklisting and litigation status.
The technical evaluation will be based on criteria such as company profile, client services, certifications, tax compliance, and financial soundness, with a minimum qualifying score of 75 out of 100 marks. Bids will be opened on 08 October 2026 at 1500 hours.
Agencies must ensure all documents are complete and submitted in hard form. The Ministry reserves the right to reject or accept bids as per PPRA rules. A focal person must be nominated to coordinate with the Ministry. This tender offers a valuable opportunity for travel agencies to establish a framework agreement with a key federal ministry.
