Hiring of Vehicles on Rental Basis for ETI Land Titling Project

The Gilgit Baltistan Board of Revenue is inviting sealed bids from eligible bidders and registered rental transport companies/firms for the hiring of vehicles on a rental basis for the ETI Land Titling Project in Gilgit. The contract is valid until 31st December 2026 and may be extended subject to project continuation and satisfactory performance. Items being procured: - Vehicle preferably 4*4 with driver - Engine capacity 2200cc to 3000cc - Model 2010 or newer - At least 04 persons seating capacity - Adequate storage space for luggage - Vehicle rent per month including repair/spare, mobile oil change, driver salary, and per diem charges - Quantity: 04 vehicles The scope includes provision of vehicles in good condition with drivers, covering repair, maintenance, and engine oil changes by the contractor. The company must also provide backup vehicles with the same specifications. Fuel management details and multiple fueling points in every district are required. Bidders must offer the best possible lowest rates for rent per month with 300 liters fuel and rent per day with 10 liters fuel. Eligibility criteria include registration as a rental transport company/firm with certificate of incorporation, vehicles either regular registered or NCP indexed with Excise and Taxation Department GB, minimum 3 years of post-registration experience preferably with government or semi-government bodies, financial position proof with bank statements for three years, affidavit of not being blacklisted, and tax registration for non-local firms. A non-refundable tender fee of Rs. 6000 and a refundable bid security of Rs. 0.3 million in the form of a bank draft from a scheduled bank in the name of DDO GB Board of Revenue must be submitted. The bids must be submitted in sealed envelopes clearly mentioning Tender Proposal for Transportation Services. The submission deadline is 11:00 AM on 24th July 2026 at the office of the GB Board of Revenue, New Secretariat Building Jutial Gilgit. Bids will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives. A practical tip for bidders is to ensure all documentation, including financial statements and backup vehicle details, are complete and clearly presented to avoid disqualification during the technical evaluation. Meeting the minimum 70% technical score is essential to qualify for financial evaluation and increase chances of contract award.
