Hiring of Vehicles for Staff Transportation Services

The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi, is procuring hiring of vehicles for staff transportation services for the fiscal year 2025-26. This procurement covers two main service categories: Pick & Drop Rental Services within Karachi and Transportation Rental Services both intercity and intracity across Pakistan. The contract will be awarded on a framework basis using the Rule-46 (2) Single Stage Two Envelope Procedure through e-bidding on the EPADS portal. The technical scope includes provision of vehicles in good running condition with valid fitness certificates and CPLC clearance. Eligibility criteria require bidders to have valid registration with Pakistan tax authorities (Income Tax, SRB, Sales Tax), demonstrate relevant experience with at least two similar projects, and meet financial soundness with minimum annual turnover of PKR 4 million. Bidders must submit bid security of 2% of the estimated procurement value (PKR 500,000 for intracity and PKR 300,000 for intercity services). The bid validity period is 90 days. Technical proposals will be evaluated on a merit point system with a minimum qualifying score of 70 out of 100.
