Tender Description
The Directorate General of Immigration and Passports Headquarters Islamabad is procuring a comprehensive WhatsApp Chatbot Solution to modernize and automate citizen facilitation services. This procurement targets qualified firms, system integrators, and technology service providers capable of delivering an enterprise-grade chatbot platform. The solution will be integrated at the DGIP Headquarters in Islamabad and is designed to provide automated, secure, scalable, multilingual, and citizen-centric digital support through the WhatsApp Business Platform.
The technical scope includes the complete supply, deployment, configuration, integration, testing, commissioning, training, and ongoing support of the chatbot solution. Key features include AI/NLP conversational support, passport application tracking, appointment guidance, fee inquiry, complaint handling, live agent escalation, analytics dashboard, and multi-language support including English and Urdu. The system must integrate with existing DGIP applications such as passport tracking, online appointments, and payment verification systems. Post-implementation support includes a minimum one-year warranty and three years of technical support covering software, licenses, bug fixes, and performance optimization.
Eligible bidders must be NTN/ATL registered with valid GST certificates, have a minimum of five years’ experience in chatbot or digital communication solutions, and demonstrate at least five similar projects completed for government or corporate clients. Financial soundness with a minimum turnover of PKR 5 million is required, supported by bank statements or letters. Bidders must submit sealed technical and financial proposals through the EPADS platform by the deadline. Earnest money of PKR 20,000 is mandatory.
