Tender Description

This tender invites qualified firms in Islamabad to provide operation and preventive maintenance services for HVAC plants and various AC units at the Supreme Court of Pakistan. The contract covers a one-year period and includes maintenance of boilers, chillers, air handling units, pumps, cooling towers, and window and split type AC units. The scope demands skilled technical staff to ensure continuous operation from 08:00 AM to 04:00 PM, six days a week, with strict adherence to operational standards and timely reporting. The HVAC system includes two boilers of 3.4-ton capacity each and two chillers of 280-ton capacity each, located at the Supreme Court building in Islamabad. The contractor must manage all equipment, including preventive maintenance and repairs, while maintaining logbooks and attendance records. The site requires experienced personnel such as foremen, operators, technicians, and helpers, with a focus on minimizing downtime and ensuring system reliability. Bidders must be registered companies with at least three years of relevant HVAC operations experience, active on the FBR's Active Taxpayer List, and compliant with PEC and FBR requirements for the 2025-26 financial year. Submission of a 2% earnest money deposit and valid registration certificates is mandatory. The tender follows a single stage, two-envelope bidding procedure under PPRA rules. The submission deadline is set for 04 February 2026 at 11:00 AM, with technical bids opening at 11:30 AM the same day. Bids must be submitted in sealed hard copy to the Additional Registrar (Admin), Chairman Purchase Committee, Supreme Court of Pakistan, Constitution Avenue, Islamabad. Late submissions will not be accepted. Pro-Tip: Ensure your bid includes the original hard copy along with the e-bid on EPADS, as failure to submit the hard copy will render your electronic bid non-responsive. Also, carefully review the stamp duty and legal document requirements to avoid disqualification.
