Tender Description
The Directorate of Food, Government of Khyber Pakhtunkhwa, invites Expressions of Interest (EOI) from eligible and qualified Private Aggregators for participation in the Hybrid Wheat Procurement and Strategic Reserves Policy 2026. This procurement focuses on the storage, financing, and need-based release of strategic wheat reserves, a critical initiative to ensure food security in the region. The project is based in Peshawar and managed by the Directorate of Food, emphasizing the importance of strategic wheat stock management.
The technical scope involves the management of wheat reserves through hybrid procurement methods, including storage solutions, financial arrangements, and controlled release mechanisms. Interested parties must be capable of handling large-scale agricultural commodity management and have experience in similar government projects. Eligibility criteria include valid FBR registration and ATL listing, with preference for entities experienced in agricultural commodity aggregation and storage.
The deadline for submission of EOIs is set for 21 May 2026 at 11:00 AM, with electronic submissions accepted exclusively through the Khyber Pakhtunkhwa e-Procurement System (EPADS) at kp.eprocure.gov.pk. EOIs will be opened electronically on the same day at 11:30 AM. Bidders should ensure their technical and financial credentials are complete and compliant with the tender requirements to avoid disqualification.
A practical tip for bidders is to carefully review the detailed EOI/RFP documents available on EPADS and the Khyber Pakhtunkhwa Procurement Regulatory Authority website. Early preparation of the Earnest Money and CDR documentation will facilitate a smooth submission process. Timely electronic submission is crucial as late bids will not be entertained. This tender offers a significant opportunity for private aggregators to contribute to a vital food security initiative in Khyber Pakhtunkhwa.
