Implementation of Cloud-Based Odoo ERP Solution for Overseas Employment Corporation (OEC)

The Overseas Employment Corporation (OEC) Islamabad invites qualified firms to participate in an Open Framework Agreement procurement for the Implementation of a Cloud-Based Odoo Enterprise Resource Planning (ERP) solution. This comprehensive project aims to unify OEC's corporate-support functions, currently fragmented across standalone applications and manual processes, into a single governed ERP platform. The platform will integrate Finance, Human Resources and Payroll, Procurement, Inventory, Fixed Assets, Administration, Projects, Document Workflow, Helpdesk, and Management Information/Analytics with embedded audit controls and segregation of duties. Items being procured: - Ten (10) Odoo user subscription licenses (Year 1) with five licenses activated upon Purchase Order issuance and five as-needed - Odoo.sh cloud hosting with 1 worker server, 200 GB storage, and 2 staging branches (Year 1) - Odoo ERP implementation services (Year 1) including business process study, solution design, configuration, data migration, integration, testing, training, and Go-Live - Renewal of existing licenses and hosting in Year 2 and Year 3 - Up to ten (10) additional Odoo licenses in Year 2 as required - Post-Implementation Support and SLA services for Years 2 and 3 The scope includes end-to-end responsibility for ERP deployment, including workshops for business process analysis, solution design documentation, secure hosting architecture, integration with existing systems such as the OEC Online Job Portal, Government e-Office, banking/payment channels, attendance devices, and statutory systems. The Implementation Partner must ensure compliance with performance, security, and availability standards, conduct thorough testing including vulnerability assessments, and provide comprehensive training and documentation. Eligibility criteria require bidders to have at least seven years of experience in Odoo ERP implementation, with a minimum of three successful projects in the last five years covering multiple core modules. Bidders must be registered with FBR for Income Tax and Sales Tax, appear on the Active Taxpayer List, maintain a local presence preferably in Islamabad/Rawalpindi, and not be blacklisted. A minimum annual turnover of PKR 150 million and aggregate turnover of PKR 300 million over the last three years is required.
