Implementation of ERP Based End to End Management System on Turnkey Basis for NAVTTC

The National Vocational and Technical Training Commission (NAVTTC) in Islamabad Capital Territory is procuring a comprehensive turnkey Enterprise Resource Planning (ERP) solution to enhance its financial management, budgeting, grant management, procurement, inventory, fixed asset management, reporting, and internal controls. This procurement covers the full implementation of an integrated, cloud-based ERP system including software licenses, cloud hosting, configuration, customization, integration, data migration, testing, training, documentation, go-live support, and post go-live maintenance. The scope includes modules for financial management, budgeting, grant disbursement, procurement, fixed assets, workflow approvals, reporting, dashboards, and analytics. The solution must be scalable, modular, secure, and support future expansion including AI-enabled features and mobile access. The implementation timeline is five months with a one-month post go-live support and a subsequent annual maintenance period. Eligible bidders must be SECP registered companies with at least 10 years of experience, 5 years in ERP solutions, and proven delivery of ERP projects in the public sector including education/training authorities. They must have a local office in Islamabad/Rawalpindi and demonstrate financial strength with an average annual turnover of at least PKR 300 million over the last three years. The bidder should have a minimum of 25 certified ERP consultants and provide evidence of relevant experience and certifications. Bids must be submitted electronically via EPADS v2.0 by June 11, 2026, 11:00 AM. Bid security in the form of a pay order must be submitted physically to NAVTTC HQ Islamabad. The procurement will follow a Quality and Cost Based Selection (QCBS) method with a technical pass mark of 70%. The contract includes a 10% performance guarantee and liquidated damages for non-performance.
