Import of 185,000 MT Wheat with +/- 10% MOLSO on CFR Karachi and/or Gwadar Basis

The Trading Corporation of Pakistan (Pvt) Limited (TCP), a state-owned commercial organization under the Ministry of Commerce, Government of Pakistan, invites sealed bids from international wheat suppliers for the import of 185,000 metric tons (MT) of wheat with a tolerance of +/- 10% MOLSO on CFR basis at Karachi and/or Gwadar ports for the latest crop year 2026. The procurement is aimed at fulfilling national wheat requirements through bulk shipments either directly or via local offices or representatives registered with provincial or federal tax authorities. Items being procured: - 185,000 MT (One Hundred Eighty Five Thousand Metric Tons) Wheat with +/- 10% MOLSO on CFR Karachi and/or Gwadar basis The wheat to be supplied must strictly comply with the standards and specifications outlined in the tender document and the Import Policy Order currently in force. Bids offering less than 60,000 MT with the specified MOLSO tolerance will not be accepted. The total quantity must be delivered to designated Pakistani ports according to the shipment schedule detailed in the tender terms and conditions. Tender documents containing detailed terms and conditions, procurement procedures, bid security requirements, bid validity, bid opening protocols, evaluation criteria, and performance guarantees are available for download from the official TCP website www.tcp.gov.pk and the Public Procurement Regulatory Authority (PPRA) website www.ppra.org.pk. Physical copies can be collected from TCP offices in Karachi, Lahore, and Islamabad during working days except Saturdays and Sundays until 1100 hours on September 28, 2026. Sealed bids, clearly marked for Technical and Financial Bids, must be submitted in the tender box at the Reception Counter of TCP, 4th Floor, Block-B, Finance & Trade Centre, Shahrah-e-Faisal, Karachi, by 1130 hours on September 28, 2026. Technical bids will be opened the same day at 1200 hours in the TCP Board Room in the presence of bidders or their authorized representatives. Financial bids of technically qualified bidders will be opened after technical evaluation completion. Bidders without local representation must follow the submission and opening procedures as per Clause-5 of the tender terms. Firms with outstanding contractual obligations or blacklisting by TCP are ineligible to participate unless dues and penalties are cleared before the tender opening date. TCP reserves the right to accept or reject any or all offers wholly or partially as per Public Procurement Rules, 2004. A practical tip for bidders: Ensure your bid meets the minimum quantity requirement of 60,000 MT and that your technical documentation strictly follows the tender specifications to avoid disqualification at the technical evaluation stage.
