Import of 185,000 MT Wheat with +/- 10% MOLSO on CFR Bulk Karachi and/or Gwadar Basis Crop Year 2026

The Trading Corporation of Pakistan (Pvt.) Limited (TCP), under the Ministry of Commerce, Government of Pakistan, Karachi, invites international bids for the import of 185,000 Metric Tons (MT) of wheat with a tolerance of +/- 10% MOLSO on CFR basis in bulk at Karachi and/or Gwadar ports for the latest crop year 2026. This tender is open to international wheat suppliers capable of supplying milling wheat conforming to strict quality and phytosanitary standards as per the tender document and Pakistan's import policy. The wheat must be clean, wholesome, free from live insects, diseases, and quarantine pests, and meet specified parameters including test weight, moisture content, protein, gluten, and absence of genetically modified organisms (GMO). Items being procured: - 185,000 MT Wheat (+/- 10% MOLSO) on CFR Bulk Karachi and/or Gwadar Basis The procurement follows a Single Stage Two Envelope procedure requiring separate technical and financial bids. Technical bids must include detailed documentation such as company profile, local representation, affidavits against blacklisting, proof of past export performance, and bid security. Financial bids are to be submitted in US Dollars per metric ton. The shipment schedule mandates three shipments of minimum 60,000 MT each between 1st and 15th November 2026, with all shipments to arrive by 15th December 2026. Strict vessel and shipment conditions apply, including vessel age limits, fumigation requirements, and inspection by an internationally recognized pre-shipment inspection agency (PSIA). Eligibility requires a minimum of 5 years' experience in wheat export, FBR/ATL registration, and compliance with TCP's blacklisting policies. Bid security of 2% of the total offered CFR value is mandatory, along with a performance guarantee of 5% of the contract value. Bids must be submitted in sealed envelopes marked Technical and Financial Bid at TCP's Karachi office by 28th September 2026, 1130 hours PST. Technical bids will be opened the same day at 1200 hours, with financial bids opened subsequently for technically qualified bidders.
