Tender Description
The Trading Corporation of Pakistan (Private) Limited (TCP), Government of Pakistan, Karachi, invites international bids for the import of 750,000 Metric Tons (MT) of milling wheat with a tolerance of +/- 10% MOLSO of the latest crop year 2026 on CFR bulk Karachi and/or Gwadar basis. This tender is issued under Rule-21(A) of the Public Procurement Rules, 2004, and aims to procure high-quality wheat conforming to detailed technical specifications and international standards.
Items being procured:
- 750,000 MT Milling Wheat (HS Code 1001.9900) with +/- 10% MOLSO
- Minimum bid quantity: 50,000 MT +/- 10% MOLSO
The wheat must be dried, mature grains of normal size, color, and shape, clean and wholesome, free from obnoxious smell, discoloration, deleterious substances, live insects, diseases, and quarantine pests. It must meet IPPC and Department of Plant Protection Pakistan requirements. Detailed quality parameters include test weight, moisture content, foreign matter limits, gluten and protein content, aflatoxins, pesticide residues, and absence of genetically modified organisms (GMO). The wheat must be certified free from Tilletia Indica and Tilletia Walker and other quarantine pests as per import permit.
The procurement includes a rigorous inspection and sampling procedure at load and discharge ports by authorized agencies. The supplier must provide valid phytosanitary certificates, fumigation certificates, and other quality assurance documents. Shipment schedule requires eight shipments of minimum 50,000 MT each between October 11 and October 30, 2026, with all shipments arriving by November 20, 2026. Vessels must meet age and classification requirements and comply with port regulations.
Eligibility criteria include minimum five years of direct wheat export experience, minimum export performance of 50,000 MT in the past five years, and submission of affidavits confirming no blacklisting and fulfillment of previous contracts. Bid security of 2% of total offered CFR value is mandatory. Performance guarantee of 5% of contract value is required upon award.
Bids must be submitted in two sealed envelopes (Technical and Financial) by 11:30 AM on September 16, 2026, at TCP's office in Karachi or through designated Pakistan Missions abroad. Technical bids will be opened at 12:00 PM the same day. Financial bids of technically qualified bidders will be opened subsequently. A pre-bid meeting will be held on September 11, 2026, at 3:00 PM in Karachi with online participation option.
