Improvement, Widening, Construction and Rehabilitation of Roads in Karachi by Local Government Projects Sindh

The Local Government Projects department of the Government of Sindh invites tenders for multiple road improvement and construction projects in Karachi. These works are being procured under the Single Stage One Envelope procedure as per SPPRA rules 2010 amended to date. The projects include the improvement of Haji Ibrahim Essa Road connecting Superhighway Link Road Karachi, widening and rehabilitation of Haji Camp Road from Moulvi Tamizuddin Khan Road to Mai Kolachi Road, construction of road connecting Jinnah Avenue from NIPA CHS Sector-45 to Yar Muhammad Goth Sector-44 Gulzar-e-Hijri Karachi, and rehabilitation/installation of pavers on damaged portions of service roads of Shahrah-e-Faisal. Items being procured: - Improvement of Haji Ibrahim Essa Road (Estimated Cost: Rs. 251.125 Million) - Widening / Rehabilitation of Haji Camp Road (Estimated Cost: Rs. 170.371 Million) - Construction of road connecting Jinnah Avenue from NIPA CHS Sector-45 to Yar Muhammad Goth Sector-44 (Estimated Cost: Rs. 347.867 Million) - Rehabilitation / Installation of Pavers on damaged portions of Service Roads of Shahrah-e-Faisal (Estimated Cost: Rs. 374.022 Million) The technical scope includes civil works for road construction, widening, rehabilitation, and paver installation on service roads. Contractors must have PEC category C-3 or above with specialized codes CE01, CE09, CE10, and EE06 for most projects, and C-4 or above for the Haji Camp Road project. Valid registration with FBR, ATL, SRB, and PEC is mandatory. Tender fees of Rs. 5,000 (non-refundable) must be submitted via Pay Order in favor of Project Manager (Mega Projects), Local Government Projects, Government of Sindh, along with the E-Bid on the EPAD portal. Bids must be submitted through the E-PAD system before 24.09.2026 at 2:00 P.M. The bid security amounts range from Rs. 8.5 Million to Rs. 18.7 Million depending on the project. Bids will be opened on the same day at 2:30 P.M. at the Office of the Project Manager, Local Government Projects, GOS, Karachi. Original tender fee, bid security, and E-stamping affidavits must be submitted in a sealed envelope by hand at the same office before bid opening. If tenders are not responded to by the deadline, the next submission date is 08.10.2026 at 2:00 P.M. Bidders are advised to carefully review all eligibility criteria and ensure timely submission to avoid disqualification.
