Tender Description
The Establishment Division Islamabad invites proposals from well reputed, competent and experienced Human Resource Management, Management Consultancy, and Chartered Accountancy firms for an independent third-party performance evaluation of incumbents appointed under Special Professional Pay Scales (SPPS) in various Federal Ministries, Divisions, and Departments. This evaluation aims to assess the performance of 57 professionals currently serving in SPPS positions across disciplines including Economics & Finance, IT & Telecom, Law, Petroleum, Food & Agriculture, among others.
Items being procured:
- Bi-annual performance evaluation of each SPPS professional against agreed Targets, Timelines, KPIs, and Deliverables
- Critical evaluation of technical contributions and quality of output
- Review and gap analysis of existing Performance Evaluation Mechanism and SPPS policy
- Proposal of a robust, transparent, and objective-oriented performance evaluation framework
- Assessment of skill gap alignment with Ministry/Division needs and approved TORs
- Evaluation of incumbents' integration within institutional ecosystems
The scope includes detailed assessment of individual performance, policy review, and framework development in line with international best practices. Eligible firms must be registered with SECP/Registrar of Firms/ICAP, be on the Active Taxpayers List of FBR, and submit a self-declaration regarding eligibility and litigation history. Firms should demonstrate financial capability, relevant experience in HR management consultancy, and specific expertise in performance evaluation frameworks for public and private sector entities.
Key dates include submission of EOI documents through e-PADS by 27-07-2026 at 11:00 am, with public opening at 11:30 am the same day. Manual submissions will not be accepted. The evaluation process includes financial and technical assessment, with a minimum score of 60% required for prequalification. The contract duration is three years.
