Procurement of Infrastructure Development of Residential Sector, Defence Housing Authority Peshawar

Defence Housing Authority Peshawar invites sealed bids from reputed contractors/firms registered with Pakistan Engineering Council (PEC) for the year 2026 in category C-B or above for the infrastructure development of the residential sector at DHAP Peshawar. Items being procured: - Infrastructure Development of Residential Sector, DHAP Bidding will be carried out by adopting the Single Stage Two Envelope (SSTE) procedure as per DHAP Procurement Manual. The bid shall be a single package consisting of two separate envelopes containing separately the financial and technical bid. The envelopes shall be marked as Financial proposal and Technical Proposal. In the first instance, the technical proposal shall be opened and evaluated as per criteria given in bidding documents. After the technical evaluation, financial bids of only technically responsive bidders will be opened. Pre-bid meeting will be held on 15 September 2026 at 11:30 hrs. The bid shall submit bid for complete scope of work as specified in bidding documents. Incomplete bids or bids covering partial scope of work will be rejected. All bids must be accompanied by a bid security in the shape of irrevocable bank guarantee or CDR issued by a scheduled bank in favor of DHA Peshawar or the amount specified in the bidding documents issued by DHA. The acceptance/rejection of bids shall be governed by DHAP Procurement Manual. Bidding documents can be obtained from the office of undersigned on payment of Rs. 5,000/- (Non-refundable) in shape of Demand Draft or Pay Order from any schedule Bank along with the following information during office hours up to 22 September 2026: - Name of the Firm with full address, telephone & fax No of Head office and Branch offices - A copy of articles and memorandum of association of Firm/partnership deed - Registration with Pakistan Engineering Council having registered in category C-B or above with updated renewal - Enlistment with DHAP as Contractor in category C-B or above with updated renewal (Non enlisted firms may collect enlistment forms for registration) - Similar nature of projects (magnitude and complexity) in-hand - Detail of litigation and arbitration cases, if any, in which the contractor/firm has been involved - Valid registration with FBR, and status must be active - Affidavit that firm is not black listed/disqualified by any Government, semi Government, international or any autonomous Department. Application marked Technical and Financial Proposal for Infra Dev of Resdl Sec F DHA Peshawar should reach the office of the undersigned on or before 23 September 2026 at 1200 hrs. Technical proposal shall be opened on same day at 1230 hrs. Bidders are advised to carefully prepare their technical proposals in accordance with the detailed requirements and ensure timely submission to avoid disqualification.
