Tender Description
The Pakistan Institute of Development Economics (PIDE) located in Islamabad Capital Territory is procuring the installation and commissioning of a 200 KW grid-interactive rooftop solar power system at its campus. This project involves the design, supply, installation, testing, commissioning, and performance verification of the solar photovoltaic system on the rooftops of the main and East/West buildings within the Quaid-i-Azam University Campus.
The technical scope includes supply of Tier-1 720 Wp mono PERC solar modules, grid-tied inverters, mounting structures fabricated from hot-dip galvanized steel, DC and AC distribution boards with protection devices, cables, earthing and lightning protection systems, communication and monitoring systems, and all ancillary equipment. Civil works such as base foundations, cable trenching, waterproofing, and restoration are also part of the contract. The system will be integrated with existing electrical infrastructure including two independent transformers and metering systems, with a combined synchronization panel for grid, genset, and solar power management.
Eligible bidders must possess a valid PEC registration in category C-2 or above and PPIB registration in category C-1 or above. Experience in solar system installation with completed projects of cumulative 500 kWp or more in the last five years is required. Firms must also have an average annual turnover of at least Rs. 100 million over the last five years and demonstrate financial and technical capability. The bid security is Rs. 1,000,000 in the form of Call Deposit or Bid Securing Declaration.
The submission deadline is Monday, May 18, 2026 at 11:00 AM through the EPADS v2.0 online system. Manual submissions will not be accepted. Bidders are advised to register on EPADS and carefully review the bidding documents. The bid opening will be held on the same day at 11:30 AM. The contract will be awarded based on Least Cost Based Selection (LCBS) technique. The successful bidder will provide a performance guarantee of 10% of the contract price in the form of a bank guarantee.
