Tender Description
Pakistan State Oil Company Limited (PSO) invites qualified contractors to submit quotations for the installation and dismantling of Radar Gauging System (RTG) equipment at the MHK Terminal located in Mehmood Kot, Punjab. This procurement involves specialized technical services to install RTG on TK-801 and dismantle RTG from TK-809, ensuring seamless integration and operational functionality within the terminal's tank gauging system.
Items being procured:
- Installation of RTG on TK-801 including Radar Gauging System
- Installation, testing, commissioning, and calibration of Flex line 990 Radar, Vito Temperature, and Pressure Transmitter
- Dismantling of Radar Gauging System from TK-809 including Flex line 990 Radar, Vito Temperature, and Pressure Transmitter
The scope of work includes installation of instruments, power-up and functional testing, configuration of instrument parameters as per approved datasheets, troubleshooting configuration issues, wireless communication setup with WDM & CIU88, updating tank strapping/chart, validation of measurements, and ensuring no disturbance to existing wireless networks. The vendor is responsible for maintaining wireless signal strength and re-establishing wireless mesh networks if disrupted. Any damage caused during the activity must be rectified at no cost to PSO. The installation is required on TK-801 (HSD) and on TK-809 after integrity testing and rehabilitation. Two visits and transportation charges are included.
Eligibility criteria require contractors to provide all services, tools, materials, transportation, and scaffolding. Compliance with all HSE standards and mandatory PPE usage is compulsory. The contractor must ensure proper housekeeping during and after work. The job will be inspected and verified by the Terminal Engineer or Location In-Charge. Completion time is 20 days after email confirmation. Delays will incur penalties of 0.10% of total work order amount per day up to 10% maximum deduction. Rates are inclusive of all taxes including GST and PST. Partial payments will be made based on actual work done. The work order is valid for 1.5 years and may be extended as per location demand.
Bidders should carefully prepare their technical and financial bids including Earnest Money and CDR as per PSO requirements. Submission deadline is **19 August 2026**. Quotations must be submitted to the PSO office at PSO House, Khayaban-e-Iqbal, Clifton, Karachi or as per instructions provided by PSO. A practical tip for bidders is to ensure thorough understanding of wireless communication requirements and to coordinate closely with the location engineer to avoid any network disruptions during installation and dismantling activities.
