Tender Description
The Federal Board of Revenue (FBR) is procuring authorized vendors for the installation, integration, commissioning, operation, maintenance, and support of a Digital Production Monitoring System (DPMS) for the paper and paperboard sector in Islamabad. This system will utilize advanced technologies including PLC/SCADA or machine-controller integration, barcode/QR code/RFID-based traceability, industrial sensors, load cells and weighing systems, reel diameter, width, length, GSM and other production parameter measurement, OCR, image-based recognition, industrial cameras, video analytics, and utility monitoring. The objective is to monitor, measure, identify, verify, record, and report production, inventory movements, and dispatches in real time or near real time across paper and paperboard manufacturing, converting, packaging, warehousing, and dispatch facilities.
Items being procured:
- Design, supply, installation, integration, commissioning, operation, maintenance, and support of Digital Production Monitoring System
- Hardware including scanners, sensors, industrial cameras, industrial PCs, servers, connectivity hardware, edge devices
- Software including APIs, dashboards, reporting modules, secure data transmission
- Communication infrastructure and system integrations
- Training and technical support
- Preventive and corrective maintenance
- Spare parts and consumables for 5 years
The technical scope includes deployment of a comprehensive system capable of capturing production data such as reels, rolls, sheets, reams, bundles, cartons, packs, pallets, product grade, GSM, dimensions, weight, batch number, SKU, production line, machine, shift, and warehouse movements. The system must ensure 99% accuracy, tamper-evident audit trails, secure real-time data transmission, and integration with FBR's centralized monitoring platform. Vendors must demonstrate experience with similar systems, provide detailed project plans, and conduct proof of concept (POC) tests at designated facilities.
Eligibility requires registration with PPRA, Income Tax and Sales Tax Departments, inclusion in FBR's Active Taxpayer List, and at least 5 years of relevant experience. Joint ventures up to 3 members are allowed. Bids must include company profile, technical and managerial personnel details, client list, project history, audited accounts, tax returns, and a declaration of no blacklisting.
Key dates include bid submission by 13th August 2026 at 11:00 AM, pre-bid meeting on 31st July 2026, and bidders conference on 19th August 2026, all held at FBR House, Islamabad. Bids must be submitted in sealed envelopes to Room 510, 5th Floor, FBR House, Constitution Avenue, G-5, Islamabad. Bid security of PKR 1,000,000 is required. The procurement follows a two-stage bidding procedure with technical evaluation and POC before final authorization.
