Tender Description
The Federal Board of Revenue (FBR) Islamabad invites sealed bids from eligible vendors registered with PPRA on e-PADS and with Income Tax and Sales Tax Departments, included in the Active Taxpayer List of FBR. The procurement concerns the installation and maintenance of a production monitoring system specifically designed for the leather sector across Pakistan. This system includes advanced production monitoring/counting solutions such as barcode/QR/RFID-based counting, pieces/pairs/square feet/weight measurement, industrial sensor-based monitoring, weighing or measuring machine integration, OCR/image-based recognition, camera and video analytics, or any alternative solution approved by FBR that meets technical and Proof of Concept (POC) evaluation criteria with a preferable accuracy of 99% and a minimum of 95%.

The technical scope requires vendors to submit a technical proposal evaluated on defined criteria, followed by a POC test. Successful bidders will attend a bidders conference and submit a financial proposal including indicative prices per installation point and price breakdown per component. The procurement is conducted under PPRA Ordinance 2002 and Rules 2004, ensuring compliance with relevant provisions. Bidders must be registered with FBR, have NTN and Sales Tax registration, and be on the Active Taxpayer List. The procurement is managed by the Federal Board of Revenue (FBR) in Islamabad.
Key dates include bid submission by 11 AM on 27th July 2026, with a pre-bid meeting on 13th July 2026 at FBR House, G-5 Islamabad. Bids must be delivered to Room 510, 5th Floor, FBR House, Constitution Avenue, G-5 Islamabad. The bid opening will be at 11:30 AM on the same day in Room 358, 3rd Floor, FBR House. Earnest Money in the form of a Bid Security of PKR 1,000,000 is mandatory. Interested bidders may request clarifications via email at secretary.admin@fbr.gov.pk within seven days before submission.
