Installation and Maintenance of Production Counting System for Beverages, Bottled Water, Packaged Juices and Packaged Milk Sector

The Federal Board of Revenue (FBR) Islamabad invites sealed bids from authorized vendors for the installation and maintenance of a production counting system specifically designed for the beverages sector including PET, cans, RGB, bottled water, packaged juices, and packaged milk. This procurement is aimed at deploying a comprehensive production counting solution across Pakistan to enhance accuracy and efficiency in production monitoring. Items being procured: - Installation and maintenance of production counting system for Beverages (PET, CANS, RGB) - Bottled Water production counting system - Packaged Juices production counting system - Packaged Milk production counting system The technical scope includes deployment of a production count solution featuring barcode scanning, object detection, and counting sensors with a minimum accuracy requirement of 95% and preferable accuracy of 99%. Vendors must submit proposals detailing price per installation point and price breakdown per component. The system must be cost-effective and meet the Proof of Concept (POC) evaluation criteria as outlined in the bidding documents. Eligible bidders must be registered with PPRA on E-PADS, have valid Income Tax and Sales Tax registrations, and be included in the Active Taxpayer’s List of FBR. The procurement follows the PPRA Ordinance 2002 and Public Procurement Rules 2004, ensuring transparency and compliance. A bid security of PKR 1,000,000 in the form of Bank Guarantee, Bank Draft, or CDR in favor of FBR Revenue Division is mandatory. Bidding documents are available free of cost on FBR and PPRA websites. The original bid along with two copies and one soft copy must be submitted in sealed envelopes to Room 510, 5th Floor, FBR House, Constitution Avenue, G-5, Islamabad by 11:00 AM on 20th August 2026. The bid opening will be held 30 minutes later in Room 358, 3rd Floor, FBR House. A pre-bid meeting to clarify vendor queries will be held on 5th August 2026 at 11:00 AM in Room 358, 3rd Floor, FBR House, Islamabad. Virtual attendance is also possible via Zoom.
