Integrated Digital Registration Fee Collection System for TVET Institutes via PSID 1 Link Digital Channels

The National Vocational and Technical Training Commission (NAVTTC) Islamabad is procuring an Integrated Digital Registration Fee Collection System for TVET Institutes across Pakistan. This system will facilitate secure, scalable, and fully integrated digital fee collection from public and private Technical and Vocational Education and Training institutes via PSID, 1 Link, and other digital channels. The scope includes development and implementation of a web-based payment interface integrated with NAVTTC's registration portal, support for mobile and internet banking, digital wallets, branchless banking, and 1LINK bill payment accessibility. The system must provide real-time payment confirmation, automated receipt generation, and support over-the-counter manual fee submission at designated bank branches. Key features include unique registration ID generation, payment status tracking, real-time monitoring dashboards, downloadable MIS reports, automated reconciliation, and audit-ready transaction logs. Integration with PSID via secure APIs and compliance with State Bank of Pakistan regulations, PCI-DSS standards, AML/CFT, and KYC requirements are mandatory. Eligible bidders must be legally registered entities in Pakistan with FBR registration, a minimum average annual turnover of PKR 500 million over the last three years, and proven capacity to deliver comparable projects nationally or internationally. The procurement follows a Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS).
