Tender Description
Islamabad Electric Supply Company Ltd (IESCO) invites proposals from eligible banks for investment of Rs. 10,741 million from the IESCO Employees Pension Fund Trust and Rs. 9,746 million from the Consumer Security Account in Term Deposit Receipt (TDR) and T-Bills with one year maturity. IESCO is a leading power distribution company in Pakistan serving over 4.2 million consumers, covering a vast network from River Indus to River Neelum (AJ&K).
Items being procured:
- Lot No 1: Rs. 2,436 million Consumer Security Deposit and Rs. 2,685 million Plan Assets of Retirement Benefits
- Lot No 2: Rs. 2,436 million Consumer Security Deposit and Rs. 2,685 million Plan Assets of Retirement Benefits
- Lot No 3: Rs. 2,436 million Consumer Security Deposit and Rs. 2,685 million Plan Assets of Retirement Benefits
- Lot No 4: Rs. 2,438 million Consumer Security Deposit and Rs. 2,686 million Plan Assets of Retirement Benefits
The bidding documents will be available on E-Pads Version 1.0 portal. Only public and private sector banks including Islamic banks with a minimum short-term rating of A1+ and long-term rating of AAA as per the latest State Bank of Pakistan credit rating are eligible to participate. Banks must submit/upload a single bid for each lot separately on E-Pads before the deadline. Hard copies of bids in sealed envelopes for term deposits and T-bills must also be submitted.
The investment limit per bank is capped at 20% of the respective fund base. The validity of profit rates should be at least 15 days from 30-09-2026 and extendable on IESCO's request. In case of premature withdrawal by IESCO, no penalty or deduction will be imposed and profit will be paid for the actual investment period. The Management Investment Committee reserves the right to cancel the bidding process as per PPRA Rules 33(1).
The bid opening will be held on 30-09-2026 at 11:00 AM in the Committee Room of IESCO Headquarters, Street No. 40, Sector G-7/4 Islamabad. Banks are advised to ensure timely registration on E-Pads and send their representatives on time. Late arrivals will not be allowed entry 30 minutes after the scheduled time.
A practical tip for bidders: Ensure your bank's current short-term and long-term ratings issued by the State Bank of Pakistan are clearly documented and submitted with your bid to avoid disqualification.
