22 MW Jagran-IV Hydropower Project Lot-II Electrical and Mechanical EPC Works

The Power Development Organization (PDO), Azad Jammu & Kashmir, invites sealed bids for the Engineering, Procurement and Construction contract covering electrical and mechanical works under Lot-II of the 22 MW Jagran-IV Hydropower Project. The project is financed in part by the Saudi Fund for Development, and payments under the contract will be subject to the applicable financing and prior-review requirements. Mandatory lot list: Lot-II — electrical and mechanical works for the 22 MW Jagran-IV Hydropower Project. The notice does not provide a further itemized equipment schedule, quantities, or unit breakdown; bidders should obtain the complete bidding documents for the detailed technical requirements, drawings, specifications, performance obligations, testing, commissioning, and related construction interfaces. Bidding is open to eligible bidders under the applicable Development Institutions of the Coordination Group procurement guidelines. Participation is limited to joint ventures comprising at least one Saudi national company and one Pakistani firm or company holding valid Pakistan Engineering Council registration in the relevant C-A category. Eligible firms of other nationalities registered with PEC may participate in a Saudi-Pakistani joint venture. Individual bidders are not permitted. The successful joint venture must be registered with PEC in accordance with its by-laws. Applications for bidding documents must include a valid PEC licence where applicable and payment of a non-refundable **PKR 50,000** fee through Call Deposit Receipt in favour of the Project Director. The deadline for purchasing bidding documents is 23 October 2026 during office hours. Complete bids must be submitted by **4 November 2026 at 12:30 PM**. Technical bids will be opened on the same day at **1:00 PM**. Each technical bid must include bid security of **PKR 80,000,000**, or an equivalent freely convertible currency amount, in the prescribed CDR or bank-guarantee form. Submit sealed bids to the Project Director, 22 MW Jagran-IV Hydropower Project AJK, Serbeean Residency, Western Bypass Road near Saif Plaza, Muzaffarabad, Azad Kashmir, Pakistan. Bidders should inspect site conditions, access, climate, and logistics before pricing the works and forming the joint venture.
