Provision of Janitorial Services at Various EOBI Properties Situated in Lahore

Pakistan Real Estate Investment and Management Company (Pvt) Ltd - PRIMACO, on behalf of Employees' Old-Age Benefits Institution (EOBI), invites e-bids for the provision of comprehensive janitorial services at various EOBI properties located in Lahore. The contract is for an initial period of one year with the possibility of extension for two additional years based on mutual agreement and satisfactory performance. Items being procured: - Janitorial services including sweeping, dusting, mopping, washing, vacuum cleaning, wiping, polishing, and disinfection of offices, cabins, corridors, staircases, lifts, meeting rooms, and external areas - Washroom cleaning and maintenance including disinfection, replenishment of consumables, and emergency response - Waste collection, segregation, and disposal - Floor and carpet cleaning including mechanical scrubbing and polishing - Glass, window, and surface cleaning including high-level facade cleaning - External area cleaning including parking and footpaths - Periodic deep cleaning and cleaning during official events - Emergency and complaint-based cleaning - Provision of trained manpower including 6 janitors deployed at specified EOBI locations in Lahore - Supply of cleaning materials and consumables such as Dettol hand wash, dusters, surf, wipers, harpic, brooms, mops, brushes, phenyl, air fresheners, tissue boxes, and others as per monthly schedule - Supervision, quality control, uniforms, PPE, and health and safety compliance - Maintenance of attendance and complaint registers The scope includes all necessary manpower, supervision, cleaning materials, consumables, tools, equipment, machinery, uniforms, and PPE. Bidders must have valid NTN, sales tax registration, be on ATL, and demonstrate experience with at least two similar contracts involving deployment of 6 or more janitorial staff. Bid security declaration is not required but a bid securing declaration is not allowed. Bids must be submitted electronically via PPRA EPADS V2.00 system by 16th October 2026 at 1100 hours. The contract will be awarded on least cost selection basis. Payment will be monthly after certification by the employer's representative. The bidder must ensure timely salary payments to deployed staff and maintain discipline and quality of services. A performance security of 10% of contract value will be required upon award. Bidders are advised to carefully review the detailed terms and conditions in the bidding documents and ensure compliance with all eligibility and qualification criteria.
