Janitorial Services at NICL Building Karachi and NICL House Karachi for One Year

The National Insurance Company Limited (NICL) invites bids for the provision of janitorial services at NICL Building Karachi and NICL House Karachi for a period of one year. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. The scope of work includes comprehensive cleaning and maintenance services covering all floors from ground to 17th floor, basement areas, main entrances, stairs, lobbies, corridors, vacant floors, sewerage and drainage lines, fountains, and external areas including lawns and parking. The contractor is responsible for providing competent and trained manpower including supervisors, sweepers, plumbers, gardeners, electricians, and AC technicians, totaling 42 personnel. The contractor must supply all cleaning materials and equipment, maintain hygiene standards, and ensure continuous supervision during office hours. The contract requires adherence to minimum wage laws, submission of bid security in the form of a Pay Order, and compliance with eligibility criteria including FBR registration, experience, and satisfactory performance certificates. Bids must be submitted online via EPADS by Friday, September 18, 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Manual bids will not be accepted. The contract period is one year, extendable up to three years subject to approval. The contractor must ensure timely payment of salaries to staff and maintain insurance coverage. The procuring agency reserves the right to reject all bids and to terminate the contract for unsatisfactory performance.
