Lean Integrated Management System (LIMS) Implementation, Training, Compliance and International Certificate at Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the comprehensive implementation of the Lean Integrated Management System (LIMS). This procurement covers the full package including system development, training, compliance, auditing, and international certification at the New Energy Vehicle Facility, HIT Taxila Cantt. The project is divided into three phases: Phase I - System Development (8 weeks), Phase II - System Implementation & Internal Auditing (8 weeks), and Phase III - International Certification (2-3 weeks). The international certificates to be obtained include ISO 9001:2015 (Quality Management System), ISO 14001:2015 (Environment Management System), and ISO 45001:2018 (Occupational Health & Safety Management System). Items being procured: - Phase I: LIMS System Development including inception report, detailed activity plan, system documentation, master compliance folder, and foundation level awareness training - Phase II: System Implementation, issuance of documentation, internal audit report, certificate of compliance by QMS.9000, advanced training for lead implementers, and compliance auditing - Phase III: International certification audits, facilitation of corrective actions, and issuance of three international certificates The scope includes full system development, onsite training for foundation level, lead implementers, and internal auditors, and compliance certification. Bidders must submit technical and financial proposals in separate sealed envelopes as per the Single Stage Two Envelope procedure. Eligibility requires valid NTN, Sales Tax registration, and compliance with HIT and MoDP rules. Bid security in the form of CDR, Bank Draft, or Pay Order is mandatory.
