Leasing of Pakistan Railway Land for Establishing Fuel Station with Allied Facilities

The Railway Estate Development and Marketing Company (REDAMCO) Islamabad invites bids for leasing Pakistan Railway land for establishing Fuel Stations with allied facilities including tuck shops, tyre shops, service stations, oil changing spots, offices, mosques, toilets, and ATMs. The lease period is 21 years with a 10% compound annual increase in rent. The sites are located in various divisions including Islamabad, Haripur, Havelian, Chak Jhumra, Muzaffargarh, Bahawalnagar, and Khanewal, with Islamabad being the primary city for submission. The technical scope includes site possession, construction of approved structures as per applicable bylaws, and operation and maintenance of fuel stations and allied facilities. All necessary NOCs and approvals from district administration or other authorities are the sole responsibility of the lessee. Eligibility requires bidders to be Oil Marketing Companies (OMCs), their authorized dealers, or individuals collaborating with OMCs, registered with SECP or Registrar of Firms, possessing valid NTN and active taxpayer status, and not blacklisted. Bidders must submit a bid security and processing fee with their technical proposal. The technical evaluation includes bidder profile, relevant experience in fuel station operations, and financial credibility with minimum qualifying marks of 60%. The financial bids of technically qualified bidders will be opened later, and the highest bid based on upfront fee and discounted annual rentals will be selected. The submission deadline is 08 June 2026 at 02:00 PM at REDAMCO Corporate Office Islamabad. Technical bids will be opened the same day at 02:30 PM, and financial bids of qualified bidders will be opened on 16 June 2026 at 02:30 PM. Bidders should submit one original and one copy of the technical proposal and one original financial proposal in separate sealed envelopes. A practical tip for bidders is to ensure all required documents including bid security, processing fee, and notarized affidavits are complete and submitted on time to avoid disqualification. Also, early preparation of NOCs and permissions is advised given the 9-month mobilization period for site possession and setup. The upfront premium and first year rent must be paid within 15 days of Letter of Acceptance to avoid forfeiture of bid security.
