Leasing of Pakistan Railway Land for Fuel Station, EV Charging and Allied Facilities

The Railway Estate Development and Marketing Company (REDAMCO) Islamabad invites bids for leasing Pakistan Railway land for establishing Fuel Stations, EV Charging and allied facilities at multiple sites including Islamabad, Rawalpindi, Peshawar, Lahore, Multan and others. This procurement is specifically for Oil Marketing Companies (OMCs) or their authorized dealers or individuals collaborating with OMCs. The scope includes operation and maintenance of fuel stations, EV charging points, and allied facilities such as tuck shops, tyre shops, service stations, oil changing spots, offices, mosques, toilets, and ATMs. The lease term is 21 years with a 10% compound annual increase in rent. All structures require prior approval and NOCs from REDAMCO and relevant authorities. Bidders must submit a Technical Proposal and Financial Proposal separately in sealed envelopes following the Single Stage Two Envelope procedure. Eligibility requires valid registration with SECP or Registrar of Firms, NTN and active taxpayer status, relevant experience in fuel station operations, and submission of bid security and processing fee. The bid validity period is 120 days. The submission deadline is 11th May 2026 at 2:00 PM at REDAMCO's Corporate Office in Islamabad. Technical proposals will be opened on the same day at 2:30 PM. Financial proposals of only technically qualified bidders will be opened later. Earnest Money in the form of CDR or Pay Order of the specified amount must accompany the Technical Proposal. The successful bidder must deposit the upfront premium and first year advance rental within 15 days of Letter of Acceptance. A practical tip for bidders is to ensure all required documents including dealership certificates, tax registrations, and affidavits on non-blacklisting are complete and notarized to avoid disqualification. Early submission and careful compliance with bid instructions will improve chances of success. REDAMCO reserves the right to reject any or all bids without assigning reasons.
