Participation is restricted to eligible firms holding fresh renewal of Pakistan Engineering Council licence in category CE-06, with specialization and codes in the C-10 category. Firms must be registered with the Sales and Income Tax Departments and active on the Federal Board of Revenue ATL. Bid security must be submitted in the form of CDR or pay order in the name of DAOR/P.R. Quetta. The original bid security must be delivered along with the hard copy of bidding documents to the Divisional Engineer-I, Pakistan Railways, Quetta, Work Accounts Branch.
