Tender Description
This tender invites qualified contractors to supply and install Long Haul Core Transmission Network Equipment for the National Telecommunication Corporation (NTC) in Islamabad. The project involves a turnkey delivery of a next-generation Optical Transport Network (OTN) and Dense Wavelength Division Multiplexing (DWDM) system to replace the existing legacy infrastructure. The scope covers design, supply, installation, testing, commissioning, and migration of services across multiple rings and spur routes, ensuring a resilient and scalable backbone network with 600 Gbps capacity on main rings and 10 Gbps on smaller routes.
The work requires comprehensive engineering surveys, system design, and integration with existing NTC networks including Internet, NGN, and Data Center facilities. Equipment includes OTN/WDM terminal units, ROADMs, FOADMs, amplifiers, network management systems (NMS), power systems with rectifiers and battery banks, and all necessary licenses. The contractor must ensure full interoperability, high availability, and compliance with ITU-T and IEEE standards. The project demands strict adherence to quality, with a 10-year post-warranty service level agreement covering maintenance, software upgrades, and spare parts availability.
Bidders must be registered with FBR, PEC (C-1 category EE-07), and have a minimum average annual turnover of PKR 1200 million over the last three years. OEM authorization and local presence are mandatory. The tender follows a single-stage two-envelope electronic bidding process via EPADS, with bid security of PKR 50 million required. The contract includes detailed payment milestones linked to delivery, installation, provisional acceptance, and final acceptance certificates.
Submission deadline is on the 25th of February 2026 at 11:00 AM, with bid opening at 11:30 AM the same day at NTC HQ Islamabad.
