Tender Description
Sui Northern Gas Pipelines Limited (SNGPL) invites bids for the procurement of LPG Gas filled in cylinders for delivery at SNGPL Camp, Opposite Kundi Model Farm, Khokhar Adda, 7.0 km Chashma Road, DI Khan. This procurement is planned for the financial year 2026-27 under tender number FCS/DIK/TE/035/26 with contract reference P77131. The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using a Single Stage-One Envelope procedure and Least Cost Based Selection (LCBS) technique.
Items being procured:
- LPG Gas Filled in Cylinder (Each Cylinder = 11.8 Kg), Quantity: 5546 Kg
The LPG gas is a mixture of Propane (40%) and Butane (60%) with specific chemical composition limits including ethyl mercaptan for odor, unsaturated hydrocarbons less than 5%, and pentane less than 2%. Cylinders must comply with OGRA regulations including capacity of 11.8 kg, made from high-strength low-carbon steel sheets with wall thickness between 1.6 mm to 2.2 mm, corrosion protection by zinc primer and electrostatic powder paint, pressure rating of 240-250 PSI, hydrostatic test pressure of 540 PSI, and minimum burst pressure of 1080 PSI. Valves must meet BS 341 or EN 15202 standards with integrated safety relief valves to prevent explosions. Cylinders must be permanently stamped with tare weight, water capacity, test date, serial number, and owner's brand.
Bidders must be registered with FBR and provide valid Professional Tax Clearance Certificate for 2026-27. Bid security in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft must be submitted physically before the bid closing date. Bids must be submitted online through EPADS v2.0 by Wednesday, August 19, 2026 at 03:00 PM. Late or manual submissions will be disqualified. The technical and financial bids will be opened on the same day at 03:30 PM.
Delivery is expected within 15 days after receipt of purchase order at the specified location in DI Khan. Payment will be made within 30 days after satisfactory delivery and submission of invoices with valid tax documentation. Late delivery charges of 1% per week (0.14% per day) up to a maximum of 10% of the delayed part value will be applied. The price includes all applicable government taxes including GST at 18%, with sales tax paid upon submission of valid invoices.
Bidders are advised to carefully review the bidding documents and ensure compliance with all technical specifications and submission requirements. Registration on EPADS v2.0 is mandatory for participation.
