Tender Description
Pakistan State Oil Company Limited is conducting a Secondary Procurement process for the transportation of LPG services in Karachi. This procurement is specifically managed by the Procurement Department of PSO and involves a mini-competition among pre-qualified bidders who have entered into a Framework Agreement with the Company. The scope includes the delivery of LPG to specified locations with adherence to quality and safety standards as per the Framework Agreement terms.
The technical scope requires bidders to provide transportation services using dedicated bowsers for LPG, ensuring timely and safe delivery. The contract includes provisions for urgent and time-bound supplies where the contractor responsible for regular supplies may be called upon to uplift LPG as required. Bidders must comply with all inspection and testing requirements and submit competitive quotations based on net rates excluding provincial sales tax.
Eligibility criteria include being a pre-qualified contractor under the Framework Agreement, submission of bid security in the form of pay order or demand draft, and compliance with all applicable tax and regulatory requirements. Bidders must also demonstrate continued eligibility and qualification during the bidding process. The bidding procedure is single stage, single envelope, and bids must be submitted physically at the Procurement office of PSO House, Karachi.
Key dates for bid submission and mini-competition opening will be communicated via SAP Ariba, with bidders invited to attend the opening via Zoom. The submission deadline and opening time are critical and must be strictly observed to avoid disqualification. The successful bidder will be required to submit a performance guarantee as per the Framework Agreement.
A practical tip for bidders is to ensure that the bid security is submitted physically in the correct envelope clearly marked with the Mini Competition number before the deadline. Failure to do so will result in rejection of the bid. Attention to detail in the commercial section of the RFQ, including matching bid security details with scanned copies, is essential for a valid submission.
