AUCTION: Main Grant of License to Establish, Operate and Maintain Foreign Currency Exchange Counter at Jinnah International Airport Karachi

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) is offering the main grant of license to establish, operate and maintain a Foreign Currency Exchange Counter (Counter on Left Side While Exit from Arrival Level-VI, Jinnah Terminal) at Jinnah International Airport Karachi. This concession is available for a period of five (05) years or till the Airport outsourcing under KCL Shed, whichever is earlier. The reserve price for this concession is Rs. 4,649,183/- per month with a 10% annual enhancement on a cumulative basis during subsequent years. Only bids higher than the reserve price will be entertained. Items/Properties involved: - Main Grant of License to establish, operate and maintain Foreign Currency Exchange Counter at Jinnah International Airport Karachi The concessionaire will be responsible for the full operation and maintenance of the counter at the specified location within the airport premises. The license period is fixed and includes annual increments in the payable amount. Interested bidders must have relevant experience, good reputation, and sound financial background. Technical evaluation will carry 80% weightage. Tender forms can be obtained from the Office of Officer In-charge, Commercial, located in Room No.3016-17 at Level-III of JTC, JIAP Karachi, upon submission of a written request along with CNIC and NTN certificate and payment of Rs. 5,000/- (non-refundable) via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Tender documents (Technical and Financial offers) must be sealed separately and submitted in one envelope specifying the subject tender. Documents are to be dropped in the designated box at the Main Conference Room (Room No.6035) at Level-VI, Jinnah Terminal, JIAP Karachi by 21-10-2026 at 1500 hrs. Technical bids will be opened at 1530 hrs the same day in the presence of bidders. Advance Income Tax will be deducted as per Income Tax Ordinance 2001. Defaulters of PAA dues are not eligible. Fake or bogus documents will lead to disqualification and blacklisting. Outstanding dues must be cleared before financial bid opening.
