Tender Description
This tender invites qualified IT firms to provide managed services and 24/7 Network Operations Center (NOC) support for the Central Directorate of National Savings (CDNS) data centers located in Islamabad and Lahore. The scope covers provisioning, installation, configuration, and ongoing management of hardware infrastructure supporting CDNS's Core Business Application (CBA). The service provider will ensure continuous monitoring, incident management, and seamless synchronization between primary and disaster recovery sites to maintain high availability and data security.
The work involves managing compute, storage, network, and security devices, including VMware virtualization, Oracle database support, Kubernetes cluster monitoring, and firewall management. The service provider must deploy a Network Management System (NMS) for real-time telemetry and provide a single-pane dashboard for infrastructure health. The contract includes routine operations such as VM provisioning, backup management, patching, and disaster recovery drills. The sites are equipped with advanced HPE Synergy chassis, Juniper and Fortinet firewalls, and Oracle Linux operating systems, requiring expert handling and coordination with OEMs.
Bidders must be registered with SECP, active on the tax list, and have offices in Islamabad. PEC category compliance and FBR/ATL status are essential for eligibility. The contract duration is three years with an option to extend for one year. Bid security of PKR 1,000,000 is mandatory in the form of a bank draft or CDR. The financial proposal must be in Pakistani Rupees and valid for 180 days. The technical bid must score at least 60% to qualify for financial evaluation.
Submission deadline is on the 20th of January 2026 at 11:30 AM, with bid opening at 12:00 Noon at the CDNS Conference Room, 23-N, Civic Centre, G-6 Markaz, Islamabad. Bids must be submitted electronically via PPRA EPADS portal. Original bid security must be delivered physically on the technical bid opening date.
Pro-Tip: Ensure your bid includes all mandatory certifications and proof of ongoing projects related to data center managed services. Missing the original bid security or incomplete documentation will lead to outright rejection. Also, carefully review the stamp duty requirements on the bid security instrument to avoid disqualification.
