Tender Description
This tender invites qualified firms to provide Managed Wide Area Network (WAN) connectivity services for the Employees Old-Age Benefits Institution (EOBI) headquartered in Karachi, with a Disaster Recovery site in Lahore and 43 remote branch offices nationwide. The project focuses on establishing a robust, secure, and high-performance WAN infrastructure to support EOBI's centralized computing strategy and web-based business applications. The connectivity will primarily use fiber optic links with backup routes and must ensure minimal delay and jitter, catering to approximately 400 users across all locations.
The scope includes provisioning, installation, configuration, and maintenance of WAN devices, network cabling, and end-to-end secured connectivity. The selected firm must be a Tier 1 partner of the principal manufacturer for managed WAN devices and provide certified engineers for ongoing support. The project demands 24/7/365 managed services with rapid response and resolution times for critical and non-critical issues. A resident engineer will be deployed at the Karachi head office to oversee operations and ensure compliance with service level agreements.
Bidders must be registered with the Federal Board of Revenue, appear on the Active Taxpayers List, and have completed at least three similar projects with a minimum annual turnover of PKR 1 billion over the last three years. The tender requires submission of technical and financial proposals via the e-Pak Acquisition and Disposal System (e-PADS) with a bid security of PKR 600,000. The contract duration is three years, extendable by two years, with delivery of links within four weeks of contract award.
Ensure your PEC registration aligns with the IT Services category and maintain valid FBR/ATL status for the fiscal year 2025-26. Compliance with all technical specifications and submission requirements is critical to avoid disqualification. The bid opening will be conducted online on the closing date, and only technically qualified bids scoring at least 70% will have their financial proposals opened.
Submit your bid by the deadline of 22 January 2026 at 11:00 AM. The technical bids will be opened at 11:30 AM on the same day via the official eprocure portal. Deliver your bid security physically to the Director (GAD), EOBI House, Karachi before the closing time. The office address for correspondence and submission of bid security is 190/1/B, Block-II, PECHS, Nursery, Karachi.
Pro-Tip: Carefully review the technical evaluation criteria and ensure all documentary proofs are included with your technical proposal. Missing or ambiguous documentation is a common cause for rejection. Also, verify the bid security reaches the designated office on time to avoid disqualification. Familiarize yourself with the e-PADS portal submission process well in advance to prevent last-minute technical issues.
