Management & Operation of Public Sector Secondary Schools under PPP Mode Package 2 District Thatta-II

The School Education and Literacy Department, Government of Sindh, invites eligible NGOs, firms, consortia, and joint ventures to submit bids for the management and operation of seven public sector secondary schools under Package 2 in District Thatta-II. This initiative is part of the Asian Development Bank funded Sindh Secondary Education Improvement Program (SSEIP) and aims to improve education quality and access through a Public-Private Partnership (PPP) model for a concession period of ten and a half years. Items being procured: - Management and operation services for 7 secondary schools including GGPS Abdul Ghani Brohi, GGPS Public School Makli Thatta, GBPS Kachi Abadi Makli, GBPS Shoukat Gandro Umed Ali Soomaro, GBPS Malik Moosa Chowhan, GBPS Christain Caloney Thatta, GBPS Allah Bachayo Khoso - Initial repair and maintenance of old blocks - Supply, installation, and commissioning of solar energy systems for old blocks - Development and maintenance of EMIS system and procurement of ICT equipment - Procurement of furniture, equipment, and other assets for old blocks - Hiring and management of school-based staff including teaching and non-teaching personnel - Implementation of key performance indicators (KPIs) including student enrollment, attendance, retention, and learning outcomes - Continuous professional development and training of staff - Community engagement and school management committee support - Maintenance of school infrastructure, utilities, and safety measures The schools are located in Thatta district with a total enrollment of 1778 students and existing teaching staff of 55. The contract requires adherence to the Sindh Public Procurement Rules 2010 and will be conducted through a national competitive bidding process using a single stage two envelope procedure. Bids must be submitted electronically via EPADS and accompanied by a bid security of PKR 9 million in the form of pay order, demand draft, or bank guarantee. The Technical Proposal must demonstrate the bidder's experience in education management, organizational strength, key staff qualifications, and a detailed methodology and work plan. Financial proposals will be evaluated based on the submitted financial model and bid price. The contract includes detailed provisions for performance monitoring, reporting, and payment through an annuity mechanism linked to KPIs. The Operator will be responsible for the operation, maintenance, and management of the schools, including compliance with applicable laws, safety, and inclusivity standards.
